When view area is srunk so that there is not enough space to show view's tab and the toolbar, the area is given to the toolbar.

It's OK with one tab in the stack, but with multiple tabs it becomes really hard to tell which one is which.

Either toolbar need to go on a separate line, like in 3.6, or the space allocation priority should be given to the tab.
