Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. I have content wizard described as <extension point="org.eclipse.pde.ui.pluginContent"> <wizard ... requiresActivator="false"> </wizard> and create them using NewPluginProjectFromTemplateWizard. Options at first page set correcly (because wrapper class NewProjectCreationFromTemplatePage used), but at second page (PluginContentPage instance) Activator generation checkbox already checked even set to false in extension point.
