I will be happy if the PHP manual site would internationalyzed 
at line 1545 in plugin.xml of org.eclipse.php.ui. 

The line is as following.
  site extension="php" id="org.eclipse.php.ui.phpDotNet" label="PHP.net" 
  url="http://www.php.net/manual/en/"

If the url would be i18n-ed, I could localyze it like as http://www.php.net/manual/ja/ .

I will close this because I can find alternate system in com.zend.php.manual of Zend Studio 8 .
