For Tuscany 2.x, an error occurs when attempting to create the Composite diagram using the 'Initialize OASIS/CSA Composite Diagram file' action. 

While importing the project, if it is NOT copied into Eclipse workspace, then the creation of OASIS/CSA Composite Diagram fails.

But if the project is copied into the Eclipse workspace, then the OASIS/CSA Composite Diagram is created successfully.

While the workaround of copying the project into Eclipse workspace works, it is not convenient.

Steps to Reproduce:
1. Import existing 'store' project into Eclipse IDE
2. Don't select 'Copy projects into workspace' checkbox
3. Navigate to store.composite file
4. Select context action 'Initialize OASIS/CSA Composite Diagram file'
