Change the event handlers to only react to changes in the same window as the PS

Created attachment 172174 [details] Two Java Perspectives in the PS In 4.0 SDK I20100616-2127 I opened a couple of perspectives, then I opened a new window to hold some legacy files. The original window perspective switcher now has a second java perspective at the end. PW
