Build Identifier: lastest from CVS

FormLayout renders incorrectly if FormAttachment defines link to other control which created later in XWT code.

Reproducible: Always

Steps to Reproduce:
1. Create XWT Control, named 'control1'
2. Create XWT Control, named 'control2'
3. Setup FormAttachment for the right side of 'control1' bound to 'control2'.
