When I attempt to make a photran project, gfortran is not found, even though its location (/usr/local/bin) is in my PATH.

Reproducible: Always

Steps to Reproduce:
1. Create Photran project
2. Attempt to build it

Setting a PATH environment variable in the project properties seems to fix this problem.

That workaround sounds good.  :)  I'll triage this as WORKSFORME...
