This is controlled with unpack=false in feature.xml. 

Is there a reason this is unzipped in install? Better to leave jarred up, if not. 
IMHO, this should be fixed in maintenance ... easy, safe, can save a lot in disk space and makes delivery to Eclipse.org info center more consistent.
