Similar to https://bugs.eclipse.org/bugs/show_bug.cgi?id=211112
for OpenMP artifacts, but I don't think this fails consistently.
Need to investigate.

To reproduce: Create a project with a UPC file. do not open the file in the editor.
Select the file in Project Explorer and use PLDT menu and select UPC Artifacts.
No artifacts are found.
If you open the file in the editor and repeat the process, artifacts are found successfully.

No. works on 5.0 M5 w/o opening file. closing.
