In 3.x, the same ID could represent menus in different segments. view dropdown menu or popup. This allows "tagging" in the compat workbench that will keep them separate.
In e4, we don't tag them, allow you to correctly contribute to the showView menu whether it is in the main Navigate menu or your view context menu.
