when creating an "accept event action" in an activity diagram from the palette, there should be at least  one trigger associate in the model explorer. It needs to add it manually

That's right.
This UML constraint has not been implemented yet.
Thank you for the remark, I had not noticed it before.

By the way neither has been implemented [4] If isUnmarshalled is true, there must be exactly one trigger for events of type SignalEvent (but this one has been reported intendedly).
