When creating a new model, the wizard propose 3 choices: uml, sysml and profile.
If the sysml projects are closed (not available), the wizard still propose sysml. It shouldn't.

The Diagram categories declaration should not be done in the Wizard plug-in which should stay generic (understand non-UML or SysML specific).

The correct location for UML Model & Profile categories is in my opinion org.eclipse.papyrus.(uml.)diagram.common.
The correct location for SysML category is in org.eclipse.papyrus.sysml.diagram.common (this plug-in does not exist yet, feel free to create is).

I agree. I'll do this as soon as I finish bug 315969 '[Wizard] Separate Model and Diagram initialization commands'
