Current word outline parser has problems processing certain wordml documents. It also relies on paragraph style to number determine new outline numbers and outline paragraphs.

Reproducible: Always

Steps to Reproduce:
1. Pick a parent artifact.
2. Right click, import, OSEE Artifact
3. Select the file you want to import.
4. Select the parser as Word outline.
5. From the sub-drop-down, select General Outline Document.
6. Select artifact imported for data as "Software Requirement"
