steps to reproduce:
1. Make sure 'Show prompt after opening library file' is selected in your preferences->Report Design.
2. Open a library.
3. Switch to XML source.
4. Click outline view and switch back to layout.

Actual result:
Two message pop up.See attached screen shot.
