Did you mean when it has keyboard focus via tab traversal? Either that (but that's probably broken, see bug 20226) or when you select it in the view menu and then hit F1. Confirmed to be missing from the 'Project Explorer' and 'Navigator' views. I suppose the 'Navigator' view is not as much of a problem.
