Our integration build artifacts may not be copied to download.eclipse.org but to archive.eclipse.org instead. The major consumer of these builds is platform which will not need the artifacts to be mirrored around the world.

We can tackle this as part of the effort to simplify our contribution to platform after Helios (bug #314901#c7).
