Steps to reproduce problem
--------------------------
1. In CCS4 navigate to Window -> Preferences -> CCS -> RTSC
2. Select the XDAIS product
3  Launch the path tool from Tools -> RTSC Tools -> Path
4. XDAIS contributes two repositories to the package path. However the path tool only shows one of them. Screenshot is attached.

Fixed in xdctools-d33. Fixed by examining all repositories in _parseEnvPath rather that assuming hat and xdcroot/packages are always in the same position on the path, which they aren't when running path in CCS.

Verified in xdcprod-m48. Followed the same steps as before. Both the XDAIS repositories showed up in the path tool.
