Automated IP Log tool will ignore any bugs that are not marked as RESOLVED or CLOSED.

I believe that it is reasonable to assume that once the flag is set, the IP has been contributed regardless of the bug's status. Especially for attachments. What am I missing?

I infrequently field questions from committers regarding "missing" enries in the log that end up being missing because the corresponding bug is not marked RESOLVED or CLOSED.

Do we want to change this, or just leave it as it is?

I don't see this as something for which there is any easy fix.  I'm inclined to leave it as is, unless you have another suggestion.

I'd like to more strongly encourage committers to use the Git-based record keeping, which makes using Bugzilla to mark IP Contributions a corner case that I'm not particularly inclined to invest much time in supporting. I'll continue to handle issues as they occur.
