Whenever a packed artifact is mirrored to a target repository with hybrid p2/maven structure, the process fails and the artifact, although reported as successfully unpacked, does not exist.

After resolving bug 315317 artifacts could not be unpacked into folders that did not exist prior to creating the destination output stream.
The folder structure is now created before an attempt to create an output stream.

Now the aggregator fails when the output folder already does exist.
