Please re-open this bug. It is not really a duplicate of bug 301208:

For example, in a report there is a dynamic text item of type "plain" (not HTML!).

The word emitter will create a paragraph for this. The margin and padding settings will be silently ignored by the WordEmitter, as the original reporter says.

In contrast to images, Word supports at least margins for paragraphs.
The margins can be specified using <w:spacing> and <w:ind> elements.

Padding is not supported, however. This would require a 1x1 table, like it's done with ForeignContent.
