Make a file(jsp,xml etc) read only.Open it in source editor.Select a text and right click ,cut is enabled and when executed ,makes editor dirty even though it is read only.

Reproducible: Always

Cut,Paste,Delete and ContentProposal actions were not created properly in SSE.RunsOnReadOnly parameter should not be true for these Actions.
