[Regression]Table group repeat header doesn't work in DOC

Build:
2.6.0.v20100601-0955

Steps to reproduce:
1. New a table and set page break interval as 0
2. Add group and set repeat header
3. Previw in DOC/PDF

Actual result:
Group header repeated in PDF but did not in DOC.

Expect result:
Header repeat in DOC
