Steps:

Preferences ->
Click on Help
Click on Available Software Sites

Problem:
Update site URL field is RTL with wrong position of neutrals, must be set LTR.
This also affects 03.000.620 (Edit site).

Still wrong on 20100522-1600-nlHebrew-win32.zip. URL fiels is RTL. See what happens when you try to add a / to the end of the URL string.
