I think to the previous release like the other API tooling reports. For 3.7 this means 3.6.

In N20100706-2000 I see that the link is there but when I click I get this:
The requested URL /downloads/master/downloads/drops/N20100706-2000/apitools/apitoolsdeprecation/apideprecation.html was not found on this server.
