The disabling of the Finish button was done on purpose, because chances were the default compiler location and compiler version would not be correct for a first time user.  I think changing it so that the wizard can finish early invites people creating projects that don't work.

If you're going to change the behaviour, I would suggest adding a checkbox to the compiler options page that allows the user to specify that wish to allow the wizard to finish without visiting the page on subsequent invocations of the wizard.
