Using HEAD, I tried to collect numbers for Eclipse Helios release and I realized that the compare task doesn't report removed or added api components between two baselines.

+1 looks good, it would be nice if it had a report converter though...

applied to HEAD and 3.6.1

I filed bug 317328 for the missing doc for the CompareTask, and bug 317329 requesting a report converter for the CompareTask (reading XML is hard).
