Steps to reproduce problem
--------------------------
1. Install XDCtools 3.20.00.39-eng on a windows PC
2. Double click docs\xdctools.chm. This will launch the MS help browser tool
3. Navigate to docs for xdc.runtime.Sysmin package in the browser. 
4. Click on "Individual elements" link in "XDCscript usage" section at the top of the document. The link leads to 'C' language elements instead of  XDCscript
