There are version constraints on the imports of every of the following bundles:
org.eclipse.xtend -> com.ibm.icu (4.0.1)
org.eclipse.xtend.shared.ui -> com.ibm.icu (4.0.1)

As much as I can say is that the 4.0.1-API of com.ibm.icu is not really required by the bundles mentioned above - at least the non-UI-bundles are executable in an environment that only provides com.ibm.icu 3.8.1 (Can't provide a higher version - that is my real problem).
It also seems, that version constraints have been avoided in most of the of the other Xpand-Bundles.
