Translatability issues with feature files.

See http://www.eclipse.org/tptp/home/downloads/CHKPII.php?version=4.7.0&buildID=TPTP-4.7.0-201005222133.  These appear to be the result of recent updates to these feature files.

The feature.properties files have been updated as part of bug 306627 to the latest standard EPL license template from http://www.eclipse.org/legal/epl/notice.php (specific to the feature.properties - http://www.eclipse.org/legal/epl/feature.properties.txt) which contains the '\n\Use of Provisioning Technology\n\' text in all Eclipse projects.

We will try a newer version of the translation validation tool to see if the warning has been fixed.

Note, there is failure that is not caused by this reason (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=314279#c7).

Sean will be looking into the CHKPII problem and will open a defect with CHKPII if the problem still exist with the latest CHKPII driver.

The org.eclipse.tptp.platform.common.ui error was in previous releases (4.6.2) as well.  Sean, please revist and see if it's something we can fix or have to live with.

It seems to be a result of some recent changes.  Paul, could you please handle that?

Sam and I ran the latest version of the tool and the same warning appears.
