Help document /org.eclipse.rse.doc.isv/reference/api/org/eclipse/rse/core/servicesubsystem/package-summary.html cannot be opened.

It looks like this file (and probably several others) is missing. Also, for rse.doc.isv an index should already be shipped, so Eclipse should not try and start indexing yet again.
