The Babel project aims to help Eclipse projects get translated into new languages. 
The project org.eclipse.equinox.security.win32.x86 is not currently integrated with Babel.

Moving to babel.  The org.eclipse.equinox.security.win32.x86 and org.eclipse.equinox.security.macosx fragments are not included in the eclipse translation pack even though the entries are included in the core.map specified for the eclipse project 3.6 (Helios) release in

org.eclipse.equinox.security.win32.x86 and org.eclipse.equinox.security.macosx are fragments instead of plugins.

Babel currently do not support the building of fragments for fragments. Babel cannot fix this until the project has more resources.
