Steps to reproduce:
1. New a dynamic web project
2. Check list for Configuration

Expected result:
Birt runtime and chart runtime component in it

Actual result:
neither of the two component in it

Updated BIRT runtiem version to 2.6.0. Chart also need update the version in java code.

Fixed. Update version to 2.6.0 in chart.
