I've seen 
org.eclipse.wst.xml.xpath2
pop up on our layout reports, as not containing classes, or jars. 
Fine, they don't have to in all cases. 
Before I added it to the exception list, I tried to look at it, find out what it did, etc, but could not find where its used. There's not much in it, 

But it might be that it is intended to be used as a branding plugin? But, for what feature? I probably just don't have it loaded, but couldn't find it, and wanted to make sure we weren't accidentally building an unused bundle.

I found where used. branding bundle in, such as, 
org.eclipse.wst.xml.xpath2.processor.sdk.feature
