With bug 312177, the plus icon is used in expressions view to decorate the "Add new Expression" element.  Since other debug models (i.e. DSF) imitate the look and feel of the standard expressions view, they need access to its common icons.

Currently this image is accessible only through the internal constant: IInternalDebugUIConstants.IMG_LCL_MONITOR_EXPRESSION.  We should add an alias to this constant in IDebugUIConstants.IMG_OBJ_ADD_NEW_EXPRESSION.

Hopefull this one's not controversial :-)  I added the new constant to IDebugUIConstants, but defensively kept the old one.
