This is a non-code change.  In the SWT stand-alone download only the .properties files with NLS translations of SWT's strings are shipped.  These properties files were last updated prior to the eclipse 3.5 release, so look for translation files that have been updated by the community over the past year.

Note that the change to SWTMessages_fr._properties in the patch is not applicable, it is removed from the code to be committed.

I ran CHKPII against the changed files and it pointed out another case of '' becoming ' (in the Ukrainian file).  Attached is a revised patch with the final files that should be released
