1. Create a new launch config
2. Go to plug-ins tab and select the "plug-ins selected below".
3. Press 'Unselect All' and then 'Select All'.
4. The counter shows 197 of 376

Happens even in fresh workspac without any projects.

This is because source bundles are being filtered but the counter does not respect that.  I thought there was a duplicate bug report out there, but after searching through a long list of bugs (and closing 4 of them) I wasn't able to find one.

While we should do better, a better solution may be to redo the tab entirely.  The work on FeatureBlock.java shows that we can retain a lot of the same functionality with far simpler code.
