Given the fact that the build identifier dates from march (2010-03-18), I suppose the feature was not implemented in the version you tested. Works on Duration Constraint has been done since may 2010, and logged in feature bug #308825. Currently duration constraint is authorized between two execution specification ends on a same lifeline only, or between ends of a same message. You can try and create a duration constraint in these conditions with the trunk version recovered from the public svn. If you were willing to create a duration constraint in other conditions, or if another bug exists, please report it in bug #308825, detailing the result you are expecting with an image (only these two kind of duration constraints are represented in the UML specification for Sequence diagram).
