When trying to connect to the repository:
:pserver:anonymous@dev.eclipse.org:/cvsroot/webtools

using eclipse, I get the message:
Error validating location: "Could not connect to :pserver:anonymous@dev.eclipse.org:/cvsroot/webtools: Cannot connect to host: Connection refused: connect"

I have tried with /cvsroot/eclipse, and I get the same problem as well.

It sounds like a firewall block.  You can email your IP(http://whatsmyip.org) to Webmaster and I'll take a look.

Your subnet is in our whitelist, and I can see that there have been connections to pserver from your IP through the day so far.

Can you connect via ssh?

After restarting my machine it now works, I'm not sure why my machine had an issue.

The reason I restarted my machine was that I had tried connecting via ssh with that machine and it also failed. I switched to another machine and was able to connect successfully
