Steps:
1)  Navigate to Window -> Show view -> Other? and select General -> Properties and click OK.
2)  Select the white background on the logic diagram
3)  Select the Appearance tab
4)  Verify Appearance properties page

Problem:

The Font drop down list is RTL. Since all font names are in English, garbling occurs when font name includes neutrals. See attached screen shot.

May you please provide a little more information? I am not sure what the problem is in this screenshot, as I do not see any text that is garbled. Should it be displaying differently than it is?

See the parentheses in the string marked on the screen shot.
This should be Times New Roman (Hebrew)

I am unable to reproduce this particular error. This is a bidi problem in the drop down list, it has nothing to do with locale settings on the system. Problem still exists build 20100529-2200-nlBidi.
