Currently, service unregistration does not take into account the the Constants.SERVICE_REGISTRATION_TARGETS if set.

Fix released to HEAD.  Note that this also included some changes to RemoteServiceTest in org.eclipse.ecf.tests.provider.xmpp.  This fix will be included in Helios release.
