There are only a few bundles in Orbit that use the "OSGi standard" way of specifying localized strings. These were not published correctly prior to RC1 publisher. See bug 309566. And the fix was included in new basebuilder, 
see bug 312452. 

While only a few, the repo will be "permanent", to some degree, so I think worth fixing by regenerating with latest publisher.

We will (probably) need to revert this change, and move a newer version of base builder.

No need to revert. R36_RC1 can work, with fix in bug 313457. 

Note to self ... the smallest change can make big breaks! :)
