[regression] Built-in phpcomment templates are not available in Templates preferences page

Reproducible: Always

Steps to Reproduce:
Go to main menu | Window | Preferences | PHP | Editor | Templates:

Actual:
the built-in phpcomment templates are not available.
the built-in newphp templates are not available.

Note:
Start a new PHP file creation. The wizard does not suggest 'New PHP file - HTML frameset' template

Those previous phpcomment and newphp templates are code templates. They should not be displayed in Editor templates preferences page.

Now only one phpcomment will be displayed in editor templates preference page, which is named as "author".

Verify at PDT-2.2.0.v20100616 and at Preferences | PHP | Editor | Templates really have only one phpcomment template called 'author'
Verified that missing from these perspective page templates are presented at Preferences | PHP | Code Style | Code Templates | Comments
