Open New Papyrus Model wizard. On first page (NewModelFilePage) the user can change a name of the diagram being created. The user can modify file extension, more over, the whole name (including file extension) is selected by default in the text control. 
So, input a file name with no file extension. There will be no error nor warning message on the page. The diagram will be created in a file without a proper extension. 
As a result, a newly created diagram will be opened as XML in a text editor. 

Solution:
1. Prohibit incorrect file extension.
or
2. Automatically add a proper file extension to a model file name
