Steps to Reproduce:
1.Select Help->Software Updates
2.Select http://download.eclipse.org/releases/ganymede to expand list
3.No repository found at http://download.eclipse.org/releases/ganymede

I can select any of these external sites by pasting them in a web browser, but not from the software updates and Add-ons dialog box.

Issues with the provisioning system goes to Equinox/p2. Platform/IDE is for generic IDE-related bugs such as the 'Problems' view.

If you have a proxy in your environment, please make sure that the proxy settings in eclipse are set accordingly.
Also, since 3.4.1 many things have changed in p2, and it would be great if you could see if 3.6 (which is now about to be released) helps. For example you can try http://download.eclipse.org/eclipse/downloads/drops/S-3.6M7-201004291549/index.php

It appears that this does work just fine in 3.6M7 (which I had previously downloaded).  However, it would be great if you had a work-around for this problem in 3.4.   The connection Settings dialog box has the "Use system proxy settings" radio button checked under "Advanced->Configure proxies to access the internet".

I'm sorry Scott, but there is almost zero chance of seeing anything for this on the 3.4.x stream. You could try setting the proxy information manually instead of using the system settings, but I'm not sure if this would help. The thing also here is that we don't know for sure your setup so it is hard to help to guide you.
