Issues with the provisioning system goes to Equinox/p2. Platform/IDE is for generic IDE-related bugs such as the 'Problems' view. If you have a proxy in your environment, please make sure that the proxy settings in eclipse are set accordingly. Also, since 3.4.1 many things have changed in p2, and it would be great if you could see if 3.6 (which is now about to be released) helps. However, it would be great if you had a work-around for this problem in 3.4. You could try setting the proxy information manually instead of using the system settings, but I'm not sure if this would help.
