Description:
  parameter's "IS Rquired" option does't work when layout preview.

Test Build:
BIRT2.6.0 v20100514-0630

Step to reproduce:

1. Create a new parameter,set a default value,don't tick "Is Required"
2. layout preview

Expect result:
"Enter Parameters" dialog doesn't appear

Actual result:
"Enter Parameters" dialog appear
