The Eclipse IP team has responded this:
According to the information from the referenced bug, the translated files are
representative of Eclipse version 3.5.
However, some of the property files translated appear to be historical and do
not represent version 3.5. In fact, the files in question were amended in the
repository some time ago (years in some cases) to adjust copyright and license
information.
We are more than happy to work with the contributor(s) to resolve the issues.
As such, can you please arrange for the following files to be replaced (with
appropriate versions) and re-translated:
swt.internal.gtk.properties
swt.internal.gnome.properties
swt.internal.accessibility.gtk.properties
systembundle.properties
Additionally, some feature, about and plugin property files also fall into the
same situation. I've randomly spot checked some of them against the repo and
there are later versions of these files required as well.

In other words, there are some files (such as those listed above) that are not from version 3.5. They have since had header corrections brought to them. We don't want to distribute language packs based on file versions that differ from what is in CVS for that version.
about Contribution JA, I have already checked and input into babel from last autumn, thanks to contribution datas. This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant. -- The automated Eclipse Genie.
