A few plugins that have IUs and show up at http://marketplace.eclipse.org/iu have grayed out install buttons in the wizard.

Under Search tab: BIRT Functions
Found just by clicking different markets & categories in the search bar: MyEclipse Enterprise Workbench, BIRT Controls, Obeo Designer

MPC relies on p2 Discovery to verify that update sites are available.  It does this by looking for various artifacts at the update site URL location.  In the case of BIRT Functions it's looking for these resources:
* http://innovent.googlecode.com/svn/trunk/update/content.jar
* http://innovent.googlecode.com/svn/trunk/update/content.xml
* http://innovent.googlecode.com/svn/trunk/update/site.xml
None of them are available, so the update site appears to be invalid and the solution is not installable as a result.

The disabled install button might be confusing to the user, which we're tracking on bug 311239

Marking WORKSFORME since the buttons are being disabled for a legitimate reason.
