Create any EE project and select to add it to a working set.  Now, create another of the same type; you need to recheck the checkbox to add it to a working set.  Also, you need to reselect the workingset.  The wizard should restore the state of both of these fields based on the last time the wizard was successfully completed

Is this bug still valid?

I don't see any difference between the behavior of the Java EE Project wizards and the Simple Project wizard or the Java Project wizard. And this behavior is:
  - the 'Add project to working sets' label is always unchecked. 
  - the 'Working sets:' field shows the working set where the last project was created.
