Deepak Azad and Raksha Vasisht are committers on JDT UI which is part of the Eclipse top-level project. As such they must also be in the 'eclipse-all' group which gives the committers access to /cvsroot/eclipse/org.eclipse.releng.

Note that when Deepak (and also Raksha) got the mail from the portal it included 'org.eclipse.releng' but for some reason this did not really happen:
