Description:
  No effect in layout view when padding use percentage dimension as value, Preview is fine.

Test Build:
BIRT2.6.0 v20100511-0630

Step to reproduce:

1. Create a lable
2. Set percentage value to Padding

Expect result:
Percentage values work.

Actual result:
No effects.

Actual effect is incorrect.
Previous version also have this issue.
set status to wontfix.
